The John Locke Foundation weighs in with respect to proposing solutions for North Carolina's enormous Medicaid problem. It recommends:
- Changes to funding of long-term care
- Reducing optional services covered
- Changing to a system of federal block grants

Mary, unfortunately the state cannot do much about eligibility because of legal changes passed by Obama within the last couple of years. I reported here recently some other ideas:
