Makes sense considering that North Carolina, like New York and California, is one of the ten most populous states.

Ah, yes, but California and New York are on a bit of a different scale than North Carolina. And being populous does not necessitate excessive spending, above and beyond usual sources of revenue.

The logic of pre-rad escapes me. Perhaps we will get an explanation.
The honor of this distinction is a bit like being tarred and feathered. Except for the honor of the thing, we would just as soon skip it.

Hey guys, if it makes you-all feel any better, the AAP ranks North Carolina 37th on it's "Kids Count" report card (pertaining to the well-being of children).
